Oman’s communications market remains far below its potential, given its relatively wealthy and urbanized population. The low penetration of Internet, mobile and POTS services is mainly explained by shortcomings on the supply side rather than weak demand. Omantel has been slow to launch new services and technologies – broadband was fully launched in April this year – and tariffs remain above the regional average, in particular ILD and broadband access.

As oil output continues to decline, Oman has come under increasing pressure to diversify its economy through large investments in natural gas and by promoting private sector growth. Real growth is expected to reach no more than 0.3% in 2004, a stagnation mainly attributed to the fall in oil output. Nevertheless, the decline of the oil industry is putting pressure on the government to create a more business-friendly environment, in particular by speeding up regulatory reform and reducing the importance of Oman’s public sector.
