Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to the Bemidji Independent School District No. 31, Minn.'s series 2013A general obligation (GO) refunding bonds. At the same, Standard & Poor's assigned its 'A+' issuer credit rating (ICR) to the bonds. In addition, we affirmed our 'A+' ICR on the district, as well as the 'AA+' enhanced Minnesota State Appropriate rating on the district's outstanding general obligation (GO) bonds. The outlook is stable on all of the bonds. The 'AA+' rating reflects the district's eligibility for, and participation in, the Minnesota School District Credit Enhancement program, which provides the security of a standing appropriation from Minnesota's general fund in the event of a school district debt payment default.
