The oil and gas complex in Russia has been changed significantly under Mr. Putin. The year 2004 has shown that the State’s activity is becoming more and more aggressive in this industry. Companies are requested to pay increased volumes of taxes. The struggle against companies being blamed in wrong subsurface use has been started. And the most important is that the process of O&G property’s redistribution is heightening. It was bureaucrats who were most active in taking part in merges and acquisitions processes, which can lead to creating an entirely new oil and gas map in Russia. Representatives of the most powerful political groups are becoming more and more aggressive in acquiring main assets of the industry and creating a single concern.

At the same time competitive politically connected groups confront them trying to channel the future of the Russian fuel and energy complex so that it will be favorable for their own property and financial interests. For this reason the struggle for oil and gas assets is accompanied with intellectual titles on future development of the complex.

So, what are the major results of the year 2004 for the industry? Who is a winner and who a loser? How will industry develop? Answers to these questions you can find in the preset analytical report.

The research studies the following topics:

- Key political players in the industry. Political elites and their prospects on oil and gas industry’s role in the Russian economy. Necessary changes. The Government reform.

- Assets redistribution in oil and gas industry and a new oil map. YUKOS’s affair, struggle against TNK-BP, tax inspections of oil and gas companies.

- New favorites in the industry. Positions of foreign investors – whether they have lost their trust in profitability of doing business in Russia.

- GAZPROM is strengthening its position in the O&G Complex. What will be the result of adding as mush oil assets as possible?

- What will be an impact of these processes on foreign companies operating in the country? How will tax burden change? Will they increase government take from oil companies into the country budget?

- A new bill on subsurface use and the state’s policy in this sphere are discussed. Attempts to prevent monopolization of the petrol market.

- Forecast for the industry development in 2005.
