Since the UK postal services market became fully deregulated in 2006, the landscape of the market has changed significantly. Although Royal Mail, which has continued to remain the universal service provider in the UK, is still the dominant player within the market, other competitors have begun to expand their network and service provisions in recent years. For example, during 2012, TNT revealed that it had launched its own end-to-end (E2E) postal service in certain areas in West London, following successful trials of the service in Liverpool during 2009, thus launching a direct attack on Royal Mail’s ‘final mile’ postal delivery service.

The liberalisation of the market is only likely to continue in the future, following the introduction of the Postal Services Act 2011, which enabled the Government to sell shares in Royal Mail to private investors, and included the possible mutualisation of the Post Office network. The Act allows private buyers to purchase up to 90% of Royal Mail, with the remaining 10% being offered to Royal Mail staff.
