Paraguay is the least developed telecommunication market in South America, with the lowest fixed line and Internet penetrations in the region at 5.5% and 1.2% respectively. Its number of fixed line subscriber is stagnating and a state-owned monopoly still controls the market. In 1996 the government failed to privatise the state-owned operator Antelco (now called Copaco) due to poor economic conditions. The second attempt, initiated in 1998, fell apart again in 2002 to be postponed indefinitely due to public protests and riots.
