Peru’s telecom market, fully liberalised since August 1998, is still well behind many South American countries in term of fixed, mobile and Internet penetration. Even though competition has been introduced 4 years ago, Telefónica del Perú, the former monopoly, is still in control of all sectors of the industry. To this date, the government has allocated 49 long distance licenses and six 20-year fixed lines concessions.
