Pricing for local voice services in the US has come down since the passage of the Telecom Act of 1996, but not any more dramatically than before the policy was enacted. The Clecs have garnered just enough of the market, barely 11 percent, to satisfy regulators but not enough to force the incumbents to drive down prices. Today, after mergers and acquisitions, BellSouth, Qwest Communications, SBC Communications, and Verizon Communications dominate the market for local services in the US.
