Guarding Against a Terrorist Attack

For both private sector companies and public sector agencies, the strategy for combating terrorism, while complex in implementation, is simple in concept:
Render facilities unattractive as potential targets.
This means making facilities difficult to attack, while, at the same time, reducing the potential damage from a successful attack.
Currently, the majority of US commercial interests are defenseless or, at best, a 'soft target' for terrorists, with petroleum and chemical facilities the most 'lucrative' in terms of potential damage.
