THE PHARMACEUTICAL MARKET: POLAND - REVIEW

Poland has the second largest economy in Central & Eastern Europe, although in per capita terms it is around average. Poland was the only EU country that did not see its economy contract in 2009 and 2010 as a result of the economic crises. This was due to a fairly low dependency on loans, high consumer spending and the fact that exports account for only 30% of GDP. Poland is also the largest beneficiary of EU funds among the 27 member states, receiving around 20% of the EU's total financial support under the cohesion policy. The large population of 38.2 million keeps the demand for pharmaceuticals high. However, the overall population size is slowly decreasing whilst the population aged 65 years and over is rising, placing increased pressure on the health system.

In May 2011, President Komorowski signed a controversial Drug Reimbursement Act into law, which is designed to curb the growth of drug reimbursement expenditure. The measures in the Act, which are to take effect from January 2012, include limiting drug reimbursement expenditure to 17% of total public healthcare spending, forcing pharmaceutical companies to cover half of any drug reimbursement overspending, applying fixed retail prices to reimbursed medicines, introducing fixed margins for wholesalers and requiring certain physicians and wholesalers to sign contracts with the NFZ, agreeing to prescribe and sell medicines at the official, fixed price. There are concerns that the elderly and those on low incomes will not be able to afford the new official prices and the Office of Competition and Consumer Protection has stated that fixed prices and margins on reimbursed drugs contravene free market principles.

In 2011, the Polish market for pharmaceuticals is twice that of the Czech Republic; in per capita terms, the market is similar to Latvia. Imports supply around 63% of the market in value terms. The Polish pharmaceutical market is predicted to expand at a relatively strong CAGR over the next few years, driven by a relatively strong economy, import growth and the ageing population. The demand is currently for modern, innovative drugs, which are seldom developed by local manufacturers as most domestic producers do not have the resources to fund research into new molecules. Until local investments in R&D grow, overseas manufacturers have the opportunity to cover the areas that are currently overlooked.
