The Lithuanian economy decreased considerably in 2009 but the economy is now recovering and a small level of growth is expected in 2011, as private consumption and investment spending increases. Health expenditure growth will remain steady, increasing by a moderate CAGR between 2011 and 2016. The country currently spends a proportion of GDP on healthcare similar to Bulgaria and Hungary. Nearly three-quarters of expenditure is in the public sector, and since 1997, this has been almost entirely through the Compulsory Health Insurance Fund. Politically, the Lithuanian government has lost its majority in parliament as a number of members have moved to the opposition. The economy minister resigned in March 2011 and a further loss of ministers could lead to the formation of a new coalition.

The health of Lithuanians continues to be generally poor, as elsewhere in the former USSR. Poor diet, high levels of smoking and alcoholism and low awareness of health issues have led to high levels of morbidity and a relatively low life expectancy, especially for men. According to the Lithuanian Health Information Centre, alcohol abuse remains a significant problem, although the number of deaths from alcohol-related causes is starting to decrease. The government estimates that there are over 500,000 actual or potential alcoholics, resulting in a high incidence of alcohol-related illness, deaths from alcohol poisoning, and suicides. Circulatory diseases and cancer are the leading causes of death.

Lithuania has a small yet expanding pharmaceutical market, with a strong generic sector. In 2011, the Lithuanian pharmaceutical market is comparable in size to Serbia and similar to Poland in per capita terms. The market is expected to expand at a moderate CAGR over the next few years; in per capita terms, spending will be above the regional average in 2016. The country was hit particularly hard by the global economic crisis, but growth in the Lithuanian pharmaceutical market will pick up as the economy continues to recover and imports strengthen. A large proportion of the market is supplied by imports, principally from other European countries. Generics represent around two thirds of the market in terms of volume. Sales of generics could increase in the future if the government goes ahead with plans to make generic drugs at least 30% cheaper than their branded equivalents.
