About the Panelists

Jeff Allport

Jeff Allport is a senior business consultant in the healthcare industry group of Perot Systems. He is engaged full time with St. Joseph Health System information technology leadership as the senior manager for e-health initiatives which leverage the internet and web based technology to promote and deliver clinical and business solutions in the provider environment.

Allport directed the implementation and rollout of the health system's physician portal and is responsible for continued delivery of integrated features and functions. He currently manages a web services team that develops supports and implements enterprise applications.

Prior to joining the St. Joseph Health System account, Allport was CIO of St. John's Medical Center in Jackson, Wyo., where he led several similar web-based initiatives and other business and clinical information systems initiatives.

Bruce H. Taffel, MD

Dr. Bruce Taffel is chief medical officer, government business and emerging markets for BlueCross BlueShield of Tennessee and chief medical officer for SharedHealth, a wholly owned health information technology subsidiary. He is a physician analyst and a leader in various health information initiatives. Dr. Taffel also assists with quality management and network performance incentives and improvement.

Dr. Taffel was regional medical director from 1999 through 2004. He helped complete management changes for a merger with the Memphis BlueCross Plan, collaborated on new clinical applications, assisted designing a company dashboard report and inaugurated disease management programs. In 2005, Dr. Taffel was elevated to chief medical officer, providing clinical support for government business, emerging markets, health informatics and the company's HIT subsidiary.

Dr. Taffel has been in medical management and healthcare consulting since 1985 and is both a lecturer and author. Prior to joining BlueCross BlueShield of Tennessee, Dr. Taffel co-founded two health information companies, one of which, Healthdyne Information Enterprises, enjoyed a successful IPO in 1995. He also was CEO for a physician network management company, president of Atlanta Women's Specialists and director of Atlanta's Northside Hospital labor and delivery service.

Dr. Taffel earned a bachelor of science degree in psychology from Cornell University in 1969. Four years later, he received his doctor of medicine degree from New York University. He completed a residency in OB-GYN at the University of Florida in 1977. He is a member of the American College of Physician Executives and the American College of Obstetricians and Gynecologists.
