MOBILE COMMUNICATIONS Tunisia: Ending Monopolistic Habits Since the entry of the second mobile operator, Tunisiana, the Tunisian mobile market has experienced outstanding growth. As of June 2005, mobile penetration stood well over 47 percent, compared to about 38 percent at YE2004. The Tunisian government is likely to license an additional mobile operator, which will certainly allow for a mobile penetration exceeding 100 percent over the next 3–4 years. Analyst Bigué Sagna forecasts a 108 percent mobile penetration by 2010 in Tunisia, which will by then be one of the highest mobile penetrations in the African region. Meanwhile, on the fixed segment, Tunisie Telecom (TT) has been the main provider of fixed services. TT has behaved as the classic monopoly operator and maintained its competitive advantage in the market, but all of this is about to change….
