Recycling and Solid Waste Policy in Latin America and the Caribbean

In the past four years, take-back laws for batteries and used pesticide packaging, and extended producer responsibility (EPR) laws for fluorescent lamps, tires, computer diskettes and plastic beverage containers have been adopted in Brazil. Peru adopted a waste law with a packaging take-back provision. Argentina has prepared a draft regulation to impose EPR on batteries, lamps, and printer cartridges. Belize has decided to impose a litter tax on PET and Mexican authorities have announced their intent to impose an eco-tax on PET packaging. The plastics and beverage industries in Uruguay have agreed to a tough take-back covenant on plastic packaging. Mexico’s Congress has debated a EU-style packaging law. Chile has issued a waste policy white paper calling for deposit-return systems for batteries, tires and beverage containers. This report covers the topic.
