The Dutch government has introduced a mandatory health insurance scheme, which replaced the previous two-tier system and provides basic health insurance cover for acute care services, with a separate scheme for long-term medical care. The reforms have given health insurers a more prominent role in determining the level of Dutch healthcare spending and this has given rise to an even more competitive market environment for suppliers, as evidenced by the move towards a preferred supplier system.

Following Schering-Plough’s merger with Merck, the company announced it was to close three R&D sites in the Netherlands, leading to the loss of around 2,000 jobs. However, in May 2011, MSD reported that it had decided to reorganise its operations in Oss and that almost 500 research jobs would remain at the plant to focus on medicines for developed markets. The closure at Boxmeer went ahead as planned with the loss of around 35 jobs. MSD is still looking into an alternative solution for the facility in Scaijk.

In February 2011, the Ministry of Health, Welfare and Sport (VWS) announced it was putting the production facility of the Netherlands Vaccine Institute (NVI) in Bilthoven up for sale. The Institute had a long history of supplying vaccines to the Dutch population, but a change in policy means that this will now be carried out by the private sector. The sale of the Institute marks the end of one of the last remaining public vaccine facilities around the world.

Many new biologic drugs have been registered in the Dutch pharmaceutical market in the past few years. There are a number of biopharmaceutical companies present in the Netherlands. In February 2011, Johnson & Johnson completed its acquisition of Crucell, but the company will continue to operate independently. In June 2010, Fornix Biosciences sold its allergy division to ALK-Abelló.
