THE PHARMACEUTICAL MARKET: ROMANIA - REVIEW
Romanian healthcare reform has been slow over the years due to ongoing political difficulties. The future of the current coalition government is uncertain as its popularity has fallen since the unveiling of an austerity budget in 2010. The next parliamentary election is not scheduled until November 2012, but it is possible that a new government could be formed before this date, if the Democratic Union of Hungarians in Romania (UDMR) leaves the current coalition in favour of joining the Social Liberal Union (USL), a popular new alliance of three political parties which is trying to oust the Democratic Liberal Party. If the USL is successful in obtaining a parliamentary majority through the UDMR's support, its parties will need to find a way of overcoming the problems that would arise from their clashing political standpoints.
The Romanian pharmaceutical market will be the fourth largest in Central & Eastern Europe by 2016. It is expected to expand at a moderate CAGR over the next few years, although growth may be affected by slow economic recovery. Imports constitute a large proportion of the market. The expansion of the Romanian pharmaceutical market is largely driven by import growth; the value of imports increased by a double-digit CAGR between 2006 and 2010. Whilst the large population creates demand for pharmaceuticals, the low GDP per capita means that patients are unlikely to be able to afford the more expensive drugs and will settle for the cheaper alternatives.
The Romanian generics market has been boosted by privatisation. The increase in the number of overseas generic companies on the market has strengthened the range of products available in the country, provided access to new export markets and improved sales performances. A number of acquisitions have taken place including that of Sicomed in September 2005, by the leading Czech company Zentiva. In March 2006, India's largest generics manufacturer, Ranbaxy, acquired Terapia; in the same month, the Icelandic generics manufacturer, Actavis, acquired Sindan, a generics company specialising in oncology products.
