Prospects for Local Loop Unbundling and Bitstream in Central and Eastern Europe

'In Central and Eastern Europe broadband has recently shown impressive growth, driven mainly by incumbents’ retail DSL offers. At the same time, regulators have increased the pressure on incumbents to open their networks. However, local loop unbundling may only be a short- to mid-term solution for altnets in the region – investment in local loop unbundling may not be a sustainable option for these operators in the long term.'

Although local loop unbundling (LLUB) and bitstream have been mandatory for several years in the majority of EU countries in Central and Eastern Europe (CEE), the effects of this regulation have been limited.
