Prospects for Local Loop Unbundling and Bitstream in Central and Eastern Europe
|
Description: |
'In Central and Eastern Europe broadband has recently shown impressive growth, driven mainly by incumbents’ retail DSL offers. At the same time, regulators have increased the pressure on incumbents to open their networks. However, local loop unbundling may only be a short- to mid-term solution for altnets in the region – investment in local loop unbundling may not be a sustainable option for these operators in the long term.'
Raushan Sagalbayeva, Research Analyst
Although local loop unbundling (LLUB) and bitstream have been mandatory for several years in the majority of EU countries in Central and Eastern Europe (CEE), the effects of this regulation have been limited. The opportunities for alternative operators from LLUB and bitstream depend on the remaining regulatory hurdles being overcome quickly.
Prospects for Local Loop Unbundling and Bitstream in Central and Eastern Europe surveys the current commercial and regulatory status of LLUB and bitstream in CEE, identifies the forces that will drive the development of the broadband market in CEE and assesses the future value of LLUB for new players in the region. The report also draws out the main lessons to be learned from Western Europe’s experience with LLUB. A review of the current status of LLUB is provided for the ten countries in CEE that are members of the EU: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia.
Prospects for Local Loop Unbundling and Bitstream in Central and Eastern Europe answers your key questions:
What is the current status of LLUB and bitstream in CEE? What are the major challenges for unbundlers in CEE? How does the broadband market in CEE differ from the Western European broadband market? How will mobile operators and DTH players influence the dynamics of the broadband market in CEE? What lessons can players in CEE learn from Western Europe's experience with LLUB? What are the long-term challenges to the LLUB process in CEE? Should operators in CEE depend on DSL regulation or are there better alternatives?
Who should read this report:
Incumbent operators: understand the present status of local loop unbundling (LLUB) and bitstream regulation, as well as the current status of the DSL market and its likely future development, across Central and Eastern Europe (CEE).

0 Summary 1 The broadband market in CEE has much room for growth 1.1 In CEE broadband penetration is low and DSL is underdeveloped 1.2 The key market driver is changing from availability to affordability 1.3 Next-generation access technologies are already beginning to be rolled out 2 LLUB and bitstream are at a nascent stage in CEE 2.1 Alternative players can, in principle, take on different levels of involvement in infrastructure 2.2 Although measures to introduce competition in DSL have been introduced in CEE, they have generally had little effect 2.3 Incumbents in CEE are obstructing LLUB, using tactics similar to those used in the past by operators in Western Europe 3 LLUB implementation is patchy 3.1 Bulgaria 3.2 Czech Republic 3.3 Estonia 3.4 Hungary 3.5 Latvia 3.6 Lithuania 3.7 Poland 3.8 Romania 3.9 Slovakia 3.10 Slovenia 4 The commercial value of LLUB to alternative DSL players depends critically on timing 4.1 The widespread use of LLUB can have a significant impact on the whole broadband market 4.2 Mobile operators could yet have a major influence on the DSL market 4.3 DTH broadcasters could also have a strong influence over the development of DSL 4.4 Next-generation access networks will pose new challenges for unbundlers
