The SNO Business Case in South Africa, Morocco and Nigeria

During the next few years, African governments will begin lifting the last barriers to competition in all segments of the communications markets, with a liberalisation of the much-prized local loop and long-distance markets. The first major tests of this evolution will take place over the next two years, as South Africa, Morocco and Nigeria award licences to so-called second national operators (SNOs). Although they are larger than most, these three markets to some extent will showcase the challenges other African markets will face in opening up the last mile. In this White Paper, we analyse the licence framework, challenges and opportunities the SNO will face in these three markets. Using market sizing analysis from Pyramid’s models and benchmarks from similar liberalisation processes (notably in Mexico and Ghana), the paper aims to provide a first look at the potential of the SNO in these three key markets, and offer a blueprint for possible SNO strategic approaches.
