Legal Foundations for E-commerce in Central and Eastern Europe

In this White Paper, Pyramid examines the status of e-commerce legislation-building in Poland, Hungary and the Czech Republic (the Visegrad countries), with a focus on initiatives being taken in regard to e-signature laws, data protection laws, taxation laws and copyright. In general, there is recognition in government and industry of the potential benefits of e-commerce activity to overall economic growth and the need to create an adequate legal framework to allow e-commerce development. Drafts of laws are being developed and debated by industry bodies, government departments and legislative committees. With a couple of exceptions, however, action toward their enactment and implementation is sluggish at best, and there is clearly a lack of long-term vision and direction on the part of governments in this area.
