Health systems in the Dallas market are in expansion mode as they build new hospitals in suburban areas, expand a variety of facilities and develop specialty centers to compete for patients in the growing Metroplex. Health systems also are employing more physicians through affiliated nonprofit organizations as they prepare to form accountable care organizations. The state has proposed moving most fee-for-service Medicaid members into managed care, while a large reduction in Medicaid reimbursement rates for providers is likely in 2011 as the Texas Legislature attempts to solve a budget crisis. The uninsured rate of 25 percent in the Dallas market reflects the unaffordability of health insurance coverage for many small employers.
