The Situation

More than 1/3 of the 190 million calls placed to Public Safety Answer Points (PSAP) are from cellular phones yet only a fraction of the United States supports phase II enhanced wireless 9-1-1 capability. Meanwhile, states have redirected funds earmarked for supporting PSAP capabilities for wireless 9-1-1 to other unrelated needs. At the same time, a deadline is looming for various mobile operators including Verizon Wireless, Nextel, and Sprint PCS to have most of their subscriber's handsets location capable (GPS-enabled). If this is not enough, about 6% of the approximately 180 million cellular users have 'cut the cord', meaning that they do not have fixed network service – they depend on mobile service for all their telecommunications needs.
