About the Author
Vincent DeVito is of counsel in the International Practice Group of Pepper Hamilton LLP, resident in the New York office. Mr. DeVito is an authority on energy issues and has considerable political and governmental experience. He has strategically advised and counseled members of the President’s Cabinet, governors, ambassadors and corporate leaders. Before joining Pepper in 2006, Mr. DeVito served as deputy campaign manager for Governor Bill Weld’s gubernatorial candidacy in New York, where he managed the operating budget, developed political strategies and served as a principal counselor to the candidate. Prior to that, he was the acting Assistant Secretary of Energy for Policy and International Affairs at the U.S. Department of Energy. In that capacity, Mr. DeVito was responsible for developing strategic policy while managing a multi-million dollar budget. He oversaw a global portfolio, which allowed him to develop and maintain international government and industry contacts worldwide. While at the Department of Energy, Mr. DeVito was a framer and, for four years, the U.S. manager of the North American Energy Working Group (NAEWG). Among the accomplishments of NAEWG are several publications pursuing the development of a fully integrated North American energy market. Mr. DeVito also facilitated the U.S.-Canada Power Outage Task Force that was established as a result of the electricity blackout in August 2003. Immediately prior to joining the Department of Energy and the Bush Administration, Mr. DeVito served as an energy lawyer in the administration of Massachusetts Governor Paul Cellucci, former U.S. ambassador to Canada. There, he pursued the development and implementation of the state’s electric utility deregulation plan at legislative, regulatory and policy levels. Mr. DeVito also has been a professional manager within numerous political campaigns. Mr. DeVito is a frequent speaker and author on issues regarding energy and has delivered numerous policy addresses around the world before such organizations as The World Energy Council, the International Atomic Energy Agency, the International Energy Agency, the Western Hemispheric Energy Ministerial, the Asian Pacific Economic Council, the Chatham House of London, the Center for Strategic International Studies, the International Energy Forum and the Council for Environmental Cooperation. He recently published a case study regarding North American energy trade. Mr. DeVito is a member of the New York, Massachusetts and District of Columbia bars and is admitted to practice before the U.S. District Court for the District of Massachusetts.
