There is clear reverse distribution in China between her coal resources and water resources, and consumption between the two. China is a water-poor country, and the average annual water resources are about 2.8 trillion cubic meters. The per capita consumption is only 1 / 4 of the world's per capita consumption. Moreover, the distribution of water resources is also very uneven. The northern 17 provinces (urban) area (north of Kunlun Mountains - Qinling - Dabie Mountains) accounts for about 60 percent of the country, while there are only 22 per cent of water resources. The vast region in the west of Taihang Mountains and the north of the Kunlun Mountains -Qinling has less water, which accounts for about 4.7 percent of the water resources, but 90.3% of the coal resources and 78.1% of the reserves.
The geological conditions of the Chinese coal resources are less than medium. Most of coal seams are lean seams coal. A small number of very thick coal seams indwell in the Mesozoic-Cenozoic lignite basin, For example, the eastern part of Inner Mongolia Yimin, Huolin and Shengli. China coal resources / reserves suitable for open-pit mining accounts for only 6 per cent, over 90 per cent is lignite, others mostly distribute in the Shanxi Pingshuo mine and the Inner Mongolia Zhungeer mine, but these mines have poor coal quality. These geological conditions of the coal resources make underground mining necessary.
