The market for VSAT in Eastern Europe has witnessed substantial growth since 2005. Several causes have lead to this change; significant among them are large governmental information and communications technology (ICT) programmes in these emerging economies. Governments are realising the importance of adopting satellite carriage to establish a homogeneous communication solution to advance their economic and political agendas. For instance, though the regulatory framework in Russia was marred by ambiguity until now, the government has set a precedent by making significant strides towards liberalising the satellite VSAT market, encouraging the growth of commercial networks.

Nonetheless, various government programmes and national and international projects will result in the installation of thousands of VSAT terminals, dramatically increasing awareness of this technology and its advantages. Higher adoption will lead to further price decreases and hence wider acceptance of VSAT in this price-sensitive region

Until recently, the primary users of satellite communications were military and governmental organisations. Now, corporate users comprise the majority of VSAT consumers in Eastern Europe and Commonwealth of Independent States (CIS) since the high cost of VSAT equipment and services in the region and the complexity of the installation process deter individual consumers. Recently, drastic changes in regulations have facilitated the purchase and use of VSATs.
Other areas that are expected to fuel the growth of this market are telemedicine, rural telephony and Internet access. VSAT networks have greatly benefited supermarket chains, gas, oil and mining companies. Satellite communication has been particularly useful for the strong mining industry in Russia to connect widely dispersed mining sites with their headquarters. "Over the past few years, VSAT communications have become a more affordable technology for Russian commercial organisations, and operators can now target a larger market," observes the analyst. "For small- and medium-sized enterprises, VSAT is still extremely expensive, but future price reductions may drive market development due to wider acceptance." The booming economy in oil-rich Kazakhstan has also resulted in a heavy spurt in the demand for broadband services, especially in the transport, energy, air navigation, mining, and banking sectors. With the opening of new mining sites and the entry of several international companies, the market for VSAT in the region has shifted into high gear.
