REGIONAL VARIATIONS IN THE MARKETPLACE

DISTRIBUTION
The Consumer Market

Summary: This Market Report on stationery covers products for office, home and educational use, and excludes greetings cards and calendars. In 2001 and 2002, the UK stationery market declined in value as a result of slower economic growth, combined with severe price competition in many sectors. We estimate that, in 2003, the UK stationery market was worth £2.15bn at manufacturers' selling prices (msp), a decrease of 2.5% on 2002.

The majority of the market value (78.1%) comprises products that are made principally from paper and board, which includes items such as envelopes, cut paper, continuous business forms, notebooks and diaries, and files and folders. The remainder of the market consists of writing instruments, desktop items and other miscellaneous stationery items.

Overall, between 1998 and 2002, UK economic growth remained positive, although the manufacturing sector fell into recession and by the beginning of 2003 business confidence was low. In addition, the events of 11th September 2001 and the uncertainties generated by the war in Iraq in early 2003 had an adverse effect on several of the major western economies. In turn, this led to the weakening of stationery markets and overcapacity in some sectors of the supply industry, resulting in severe pressure on prices. In addition, prices in the stationery market were affected by the increasing penetration of imports from the People's Republic of China and Hong Kong, as well as some other countries with low labour costs.

However, over the past 5 years, the market has benefited from the continued growth in direct mail volumes, which create a derived demand for bespoke envelopes and labels, as well as for paper for printing. Further growth in direct mail is expected, although market maturity and more effective targeting might cause the volume to flatten out by 2008. In addition, the stationery market is driven by the popularity of pens, diaries and many other items, such as personal, business or promotional gifts.

Some traditional stationery sectors, such as filing cards and carbon papers, are in decline, as their functions have been made obsolete by the use of office technology, such as e-mail, e-commerce and electronic data storage.

We forecast that, in 2004, the stationery market will experience a slight growth of 1.4% as a result of encouraging predictions for economic growth. Overall, between 2004 and 2008, the market is predicted to rise steadily by 8.7% and any increases in prices will partly be determined by changes in the costs of raw materials and the penetration of imports. Sales to the consumer, which include luxury and gift stationery items and products for the home office, are expected to remain buoyant, whereas in the commercial sector, envelopes and office papers provide the best opportunities for volume growth.
