Growth in the fixed-line broadband sector began to stall in 2013 in response to higher penetration. Nevertheless, incumbent and alternative telcos continue to upgrade infrastructure in order to meet customer demand bundled services. On a national level, Rostelecom has been appointed as the telco charged with delivering broadband with a minimum service speed to thousands of underserved settlements as part of a government funded broadband program. The company's efforts have been focussed on fibre rather than copper, and by the end of 2016 some 60% of the company's broadband subscribers were on its fibre infrastructure.

A range of platforms have been deployed for broadband, including DSL, cable and FttP/FttB. Wireless solutions such as Wi-Fi and WiMAX garnered much interest initially, though one of the main players, Scartel (operating under the Yota brand) abandoned WiMAX in favour of an Long-term Evolution (LTE) solution.

Broadband diffusion is providing the basis on which a promising internet society is emerging, with much potential for future commercial, government and social services.
