As natural disasters such as snowstorms, earthquakes and floods frequently happened in China in the first half of 2008, more attention has been paid to a city emergency reaction plan. With the continual release of various emergency reaction plans from differing cities, the relevant systems construction has been under way. In addition, the concept of a city emergency reaction plan has extended to a comprehensive emergency and service plan, which has been a new area of development in the emergency reaction sector in the past two years.

The investments in China’s emergency reaction market have amounted to RMB 4.19 billion in 2007, up 28.5% annually. 2006 saw the commencement of China’s emergency reaction system construction, and the government has planned to integrate the emergency call centers of 110, 119 and 122 in all cities within the next three years; further encouraging the development of the emergency reaction market.

Regarding the total government purchases in 2007, the percentage of hardware was 69.9% with a value of RMB 2.89 billion. The percentage of software and services was 13.9% and 17.2% respectively, with even more market potentials existing for these respective markets.
