Iran’s Third Mobile License: A Tricky but Interesting Opportunity for Russia’s MegaFon
In August 2008, Mohammad Soleimani, the Iranian minister for communications and information technology, announced that Iran would launch its long-promised tender for a third mobile license on September 6, 2008. The license is for 15 years, renewable for two periods of five years, and offers the winning bidder a two-year exclusivity period for 3G services. Bidding consortia must consist of an experienced telecommunications operator and one or more Iranian partners, with the foreign operator holding no more than a 49% stake.
The Iranian market stands out among its neighbors in the Gulf both in terms of its large population —72m — and in terms of its low mobile penetration; a combination that makes this mobile license an interesting prospect for operators looking to expand into new markets. Several have already expressed their interest, including Kuwait-based Zain, Qatar-based Qtel and two Russian operators, MegaFon and VimpelCom. Although regulatory uncertainties make any investment in Iran somewhat risky for a third entrant, we expect strong growth in the Iranian mobile market and believe that this opportunity is particularly well-suited to the expansion strategy of Russia’s MegaFon.
