Legislative and Regulatory Review: Energy Efficiency Resource Standards (published in February 2009) is an overview of state efforts to require utilities to reduce electricity consumption through mandated energy efficiency.
Over the last few years, numerous states have begun establishing portfolio standards that require utilities to procure a certain percentage of their resources from renewable energy. Some states are extending this concept to energy efficiency through the creation of an Energy Efficiency Resource Standard (EERS), also known as an Energy Efficiency Portfolio Standard. An EERS requires a utility to implement enough energy efficiency programs to save a specified amount of energy or reduce peak demand by a specified amount.
