Thailand Pharmaceuticals and Healthcare Report provides independent forecasts and competitive intelligence on Thailand's pharmaceuticals and healthcare industry.

In the Business Environment Ranking matrix for Q109, Thailand has significantly improved its position, now ranked ninth out of the15 regional markets surveyed in the Asia Pacific region, up from a shared 12th in the previous quarter. Thailand’s growing and ageing population represents a substantial commercial opportunity for drugmakers, although its precarious political climate and the controversial compulsory licensing scheme are deterring foreign investment and involvement in its pharmaceutical market, with a potential to lead to international sanctions.

Nevertheless, by September 2008, none of the six pharmaceutical compulsory licences sought by the Thai government had received formal certification. The situation was blamed on legal hurdles, as Thailand's Council of State is still considering processes related to the official granting and working of the licences. However, the Government Pharmaceutical Organisation (GPO) is already producing and marketing the heart drug Plavix (clopidogrel), which has not yet been approved by the compulsory licensing scheme. In addition, the GPO intends to follow up of the success of Plavix with another medicine obtained via a compulsory licence, the anticancer agent Taxotere (docetaxel), which has been imported from India and is to go on sale imminently. While the GPO also announced that it expects sales growth to decrease significantly over the next financial year (FY) owing to a challenging operating environment, its FY08 (year ending September 30 2008) sales were 14% higher year-on-year (y-o-y).

Similarly, despite Thailand's current economic and political turmoil, Bayer Schering Pharma stated that it expects the country's pharmaceutical market to continue its promising growth trajectory. This is mainly due to the government's strong commitment to providing public healthcare, but also the buoyant medical tourism sector. Moreover, the German drugmaker expects its business ‘to grow in line with the market or even over the market average'.

In other news, in October 2008, the Thai National Center for Genetic Engineering and Biotechnology (Biotec) unveiled a White Paper entitled Thailand Updated Status and Perspective on Research and Development of Modern Biotechnology and Bio-safety Regulation. The publication aims to promote the country’s readiness to embrace biotechnology applications, with a focus on genetic engineering, as Thailand continues working to attract global investors in the field. However, although the Ministry of Public Health has already streamlined clinical trial procedures, foreign companies continue to criticise weak data protection laws, which require a company that funds clinical trials to hand over its data to the government prior to receiving market approval.
