In our Q209 Food and Drink Business Environment rankings, Ukraine remains ranked 12th out of 14 major Central and Eastern European (CEE) markets. Despite improvements to foreign food and drinks players provided by the Ukraine’s recently attained membership of the World Trade Organization (WTO), the country’s operating environment remains disadvantaged by excess bureaucracy, corruption, illegal trade and low per-capita food and soft drink consumption. In the meantime, Ukraine's economy is teetering on the brink of a double-digit contraction, which will further deter foreign investment in its food and drinks as well as mass grocery retail (MGR) markets. This trend is already illustrated by the halted expansion in Ukraine of Russian retailers, such as Sedmoi Kontinent.
Nevertheless, some foreign companies appear committed to involvement in the country, clearly eyeing longer-term potential. To this end, Italian drinks group Campari announced a purchase of a 99% stake in the share capital of Ukraine-based sparkling-wine producer Odessa Champagne Factory.The Ukrainian sparkling-wine market is the second largest in the Eastern European region, with Odessa's launch of Brut champagne-style wines and recent investments in new production capacity securing its top position in the segment. Similarly, French MGR operator Auchan, which controls the local Furshet supermarket chain, opened its second hypermarket in the country. The second Auchan-Donskoy store was inaugurated in February 2009, following an investment of EUR25mn.
In fact, some segments of Ukraine’s food and drinks market – namely confectionery and beer – remain attractive propositions for foreign companies. Furthermore, while spirits have suffered at the hands of beverages of lower-alcohol content, the potential for premiumisation has been illustrated by the growing sales of premium vodkas in the course of 2008, despite the wider economic difficulties. Other sectors likely to gain in value, incomes permitting, include mineral water, with present consumption levels being among the lowest in Eastern Europe.
In the meantime, leading domestic food and beverages companies have been reporting encouraging financial results, despite growing economic insecurity. Ukrainian chocolate maker Roshen Confectionery Corporation posted revenues of over US$850mn in FY08, which represented a sales increase of more than 31% year-on-year (y-o-y). Similarly, Ukrainian dairy producer Ukrproduct reported a ‘significant increase’ in the sale of its branded products during H208, although its unbranded products again experienced flagging sales. Looking forward, the company said that it still expects sales in its core branded products, which include butter and soft cheese, to continue to experience strong growth, while the new hard-cheese segment is also expected to perform well.
