All areas of the economy are serviced by this industry, even unprofitable ones, which therefore reduce operational profitability. Further compounding the industrys decline is the threat of biological terrorism. In 2001, the mail was used as a means of delivering fatal Anthrax powder, which resulted in the death of USPS employees and the closure of two plants. Since these events, higher expenditure levels have provided technology for biohazard detection.
