Japan Tobacco is the sole cigarette manufacturer. The company manufactures cigarettes for the domestic and export markets. The company produces Mild Seven, the best-selling brand in Japan. International brands such as Marlboro and Parliament are popular among smokers. Marlboro is the best selling and most widely available international cigarette brand, in both legal and contraband markets.

In May 2003, the Framework Convention on Tobacco Control (FCTC), the first international anti-smoking treaty was unanimously approved by the 192 member states of the WHO including Japan. Only 40 countries in total were needed to ratify the FCTC before it became a global treaty in February 2005.
