With the unprecedented economical prosperity and the significant impact of information technology, HTDZs faces both new opportunities and new challenges. According to the “Outline”, the development of HTDZ should follow “Six Principles”, realize “Five Changes”, achieve “Four Promotions” and build up “Three Types of Zones” within the Eleventh Five-Year period.
