The Spanish photovoltaic (PV) market has undergone bullish development since the implementation of the feed-in tariffs in 2004. As a result, the market volume doubled in 2005 and quadrupled in 2006. The adoption of the promotion law Royal Decree RD 661/2007 in June 2007 pushed the Spanish PV sector further. In September 2007, it became obvious that the goal established in this law would be exceeded within short time.

Since then, new PV promotion conditions have been discussed and the Spanish PV sector is confronted with what is known as 'incertidumbres' (semi-darkness) - a situation similar to autumn and winter 2006/07. Current proposals for a new PV promotion scheme indicate that there could be a focus on smaller and medium sized systems or on an introduction of annual degression rates. Despite excellent natural conditions, the growth of the Spanish PV market is then expected to slow down and market participants could face more competition.

The principal objective is to provide stakeholders with detailed information about the second biggest PV market in Europe. Firstly, the experiences of installation companies with public authorities relevant for the application for the feed-in tariff (FIT), electric utilities and the legislation such as the Código Técnico de la Edificación are described in the presentation.

Furthermore, it provides information about the current situation of the market on the regional and the national level as well as about its current segmentation. In addition, the market volume and the relevance of the particular market segments are forecasted up to 2010. To complete this picture, tendencies in the domestic PV industry, the distribution of PV components and the price development of different module technologies and complete systems will be revealed in order to shed light into the semi-darkness.

In this third study about photovoltaics in Spain, we examine the current state and the future development of the second biggest solar market worldwide. Thanks to ideal natural conditions and a high remuneration for electricity that is fed into the electrical grid, the market grew by more than 400 percent in 2007 – in particular on the basis of large ground-mounted plants. However, current discussions suggest an annual degression of the feed-in tariffs and a promotion targeted to smaller and medium-sized rooftop plants. This is expected to cause a slower market growth and to increase competition between the market participants for the coming years. In order to provide decision makers with detailed information, we carried out field research studies among the most important market participants.

On the one hand, the report provides comprehensive insights into the current state of the Spanish PV market on the national and the regional level and into its segmentation at the moment and in the future. On the other hand, readers obtain information on production capacities until 2010 and export volumes of Spanish PV panel manufacturers as well as on the distribution of PV components. Finally, illustrations of the development of module and complete system prices and a forecast of the market development until 2010 complete the study.
