The bulk of Brazil’s fixed lines are divided between Telefónica’s Telesp and locally owned Oi. The latter has completed the takeover of Brasil Telecom, the third regional incumbent. The government authorised the merger of Oi and Brasil Telecom as a way of creating a strong national player able to compete with foreign-owned giants América Móvil and Telefónica, which would otherwise be dominating the country’s telecom market. América Móvil’s Embratel is the incumbent for long-distance domestic and international services. Of the smaller operators, NET and GVT have only 5% and 4% respectively of the local telephony market, but show double-digit growth rates.
