Brazil’s fixed-line scenario is undergoing a major change, with the number of regional incumbents dropping from three (Telesp, Oi, and Brasil Telecom) to two. In fact, a merger between Brazilian-owned Oi and Brasil Telecom has been on the cards for years. It was finally set in motion in April 2008, when Oi started to acquire shares in Brasil Telecom. In June 2008, the regulator approved changes to telecoms laws so that a single operator could hold two separate operating licences, effectively paving the way for Oi to take over Brasil Telecom. The government sees this merger as a way of creating a strong national player able to compete with foreign-owned giants América Móvil and Telefónica, which could otherwise become an all-powerful duopoly dominating the Brazilian fixed, mobile, and broadband markets.
