Global-scale gas reserves have been discovered offshore Tanzania and Mozambique to date, with the prospect of much more to come. But development is likely to be a challenging process for international oil companies and host governments alike.
Energy-hungry Tanzania's draft gas policy prioritises domestic development over export, raising the prospect of tensions of the kind already seen over the development of Uganda's oil. Mozambique's gas volumes are on a scale that should be large enough to satisfy ambitions all round, but there are concerns over whether the hitherto aid-dependent government has the capacity to handle investment on that scale.
