In 2007, China's urban water supply coverage reached 93.8 percent and country reached 81.2 percent. According to the State Council Development Research Center 2008 report, the water supply in cities is able to meet the needs basically in general and the capacity of urban water supply facilities is 20-50% higher than daily peak time. As a result, China's water industry has achieved its construction period and accessing to a service-oriented age.

In terms of the deep reform of China’s water system, BOT and TOT franchise-based approach have appeared as new operation approaches; a diversified investment form has been matured, for example, foreign investment, state-owned enterprises and private enterprises and other investors have been expanded. Listed water companies have been on a cross-regional and cross-industry mergers and acquisitions and restructuring, the water industry listed companies have been expanding which included external extension and internal development; therefore, the water industry chain has been expanded gradually.

Although the total supply of urban water in China has been grown slowly, the sales revenue of urban water supply industry has had a relatively fast growth. The total industry sales jumped from 40 billion yuan in 2003 to 62.4 billion yuan in 2007, a compound growth rate of 11.78 per cent. As a result, the sales growth of China water supply industry was mainly due to the raise of the water price.

Chinese urban sewage treatment capacity has grown rapidly, from 11.4 billion cubic meters in 2000 to 22.7 billion cubic meters in 2007, a compound annual growth rate of 10.34%; meanwhile, China's urban sewage treatment rate has increased from 34.2 per cent in 2000 to 62.8 per cent in 2007. According to the ''China 11th Five-Year plan,’ by 2010 China's urban sewage treatment rate will reach 70%. In terms of the shortage of China's water resource and the growth of economic development, environment protection has become a highlight by government and society, thus, is expected that in the next few years the growth of sewage treatment capacity will maintain over 10%.

During the period of the rapid growth of China’s urban sewage treatment, the sales of the sewage treatment industry also had a fast growth. The total sales of China sewage treatment industry increased from 260 million yuan in 2003 to 3.69 billion yuan, the compound growth rate was 193.5 per cent. As a result, the rising price of sewage treatment is the main factor for the sales growth of sewage treatment industry.
