New Zealand (country regulation overview)

New Zealand has recently emerged from a period of dramatic regulatory reform that began in 2006. New access arrangements for broadband services and infrastructure are now in place, and the functional separation of the incumbent Telecom New Zealand (TNZ) has been completed. This high level of activity and intervention is in stark contrast to the light-handed and stable regime that preceded it. Prior to 2006, New Zealand stood out as non-interventionist market.

Government promotion of FTTH investment could generate a new wave of change in the next two years. It has recently announced that it will contribute $1.1 billion (NZ$1.5 billion) to the construction of a dark fibre access network, as well as set up a government-backed investment vehicle for further development of the network. A selection process is under way. However, it is still not clear how this program will affect Telecom New Zealand’s existing fibre-to-the-node (FTTN) program, and whether this will disrupt current investment in DSLAMs by TNZ’s competitors.

Intelligent automation: the rise of personalized IVR in customer self-service

Since 2008 there has been an upturn in the adoption of personalized interactive voice response (IVR)-related services and solutions. Nonetheless, many enterprises that could reap benefits from personalized IVR haven’t deployed it. A large part of the problem is definitional: many enterprises simply don’t know what IVR is. This paper outlines the products and services that typically constitute personalized IVR, presents the business benefits of deploying such a solution, and offers some case studies in a range of verticals that underscore its advantages.

Knowing your BPO customer

Business process outsourcing (BPO) has matured rapidly in recent years. Once seen simply as a means to cut costs, it is now also viewed by many end users as a tool for increasing efficiency and enhancing performance.
Datamonitor’s 2009 BPO business trends survey gathers the opinions of companies currently engaged in BPO contracts. It looks at trends across the three main horizontal areas of BPO: human resources (HR) outsourcing, finance and accounting (F&A) outsourcing, and procurement outsourcing.
Key findings include:
increasing revenue is the key goal of outsourcing clients.
systems simplification was identified as the key way of reducing costs.
HR and F&A are the most popular functions to outsource.
There is a low level of desire to increase the offshoring of BPO functions.
India and China are the most likely low-cost locations, while Mexico is falling in popularity.
The many faces of IPTV and Internet TV services: a taxonomy

While the first use of ‘walled garden’ IPTV platforms replicated existing CATV services and business models, the choice was always made with an eye to future flexibility of services. Meanwhile, another set of players has introduced a variety of Internet TV flavours over multiple devices and delivery technologies with different business models and content types. A summary of this paper was first published for The International Conference on Consumer Electronics in October 2009. It provides a taxonomy of services, some associated opportunities and issues, and a view of the types of player likely to flourish and those likely to struggle.

Cable operators taking fiber all the way to the home

Cable operators have their own version of FTTH called radio frequency over glass (RFoG). The good news for cable equipment suppliers and cable operators is that existing head-end and CPE electronics that are used in traditional HFC networks can also be used in RFoG networks. Cable operators aren’t just dabbling in this technology, as evidenced by the nearly 100,000 residential and enterprise customers on RFoG equipment worldwide. Despite a slow start, RFoG has gained momentum, particularly in the past year, with interest and enthusiasm for the technology extending beyond US MSOs to both Europe and Asia as well.

Managing mobility as a business imperative

Over a decade ago, mobile telephones entered the enterprise through the back door: employees who could afford mobiles occasionally used them for business; specific business units budgeted for employee devices and then procured them locally; policies surrounding the usage of mobile phones for work were - where they existed at all - haphazard; there was little means of policy enforcement; and in no case were these mobile phones integrated into a business’s fixed telephony strategy, let alone its IT strategy. This stands in sharp contrast to other office technologies, such as PCs, faxes and copiers.

Fast forward to the present, and the picture painted above still applies to a majority of businesses, large and small. In short, most companies do not manage their mobile estate as if it were an asset and, therefore, miss out not only on opportunities to save costs, but also on the benefits which a strategic approach to mobile management can bring about.

Here we offer a short guide for enterprises as they establish and then continue to evolve their managed mobility strategies. We investigate:

the barriers to managing mobility and the potential benefits firms can realise from taking a more global, coordinated approach
the components of a complete managed mobility service, and which might create the most value for firms with differing requirements
how an enterprise can navigate the complex world of potential managed mobility partners, including specialists, systems integrators and carriers
best practice with respect to how a business should manage an ongoing relationship with its mobility partners.
Evolution of IP subscriber management in mobile networks — keeping churn at bay

Exciting new mobile services, devices, and applications are on the horizon, but only if mobile operators can effectively manage scarce network resources and grow profits. LTE isn’t a silver bullet for the industry, so information technologies originally developed to optimize applications over IP wide area networks can and are being applied to solve mobile bandwidth bottlenecks to satisfy ever more demanding mobile customers.

Case study: Telecom Italia's Virgilio Internet portal

Telecom Italia has succeeded where many other telcos have failed: in developing a successful portal strategy that provides a sales channel for its communication and multimedia service, as well as generating additional revenue from other sources such as Internet advertising. In order to be successful in both aspects, however, it has kept the functions separate. Its own branded portal, Alice, is used as a traditional telco portal to market, sell and manage its communication and multimedia products. Its Virgilio portal, which it acquired, is left as an independent unit to search out new Internet revenue opportunities such as online advertising.

Telecoms in 2020: telco operations

Ovum’s core telecoms scenario predicts two likely futures for the telcos, either as a SMART or LEAN player. Both options will require a root and branch review of the current telco business and operational models including: organisational restructuring and consolidation, as well as upgrade and replacement of systems and processes. Operationally over the next ten years we expect to see more emphasis on services and solutions in a software-driven environment. The underlying infrastructure will become smarter, more flexible and faster to deploy, and cost management will become tighter. Only experts in end-to-end operation and delivery will survive.

Telecoms in 2020: regulation

Some of the biggest challenges ever to face regulators and policy-makers will take place in the next decade. The decisions taken will affect the competitive landscape for many years to come as operators make significant investments and seek regulatory clarity. Engagement with all stakeholders will continue be crucial to the success of well-designed regulatory policy. The challenge will be in making sure this takes place even where regulators may lack resources or be constrained by a lack of independence.

Improving the telecoms customer experience using BI solutions

Many telecoms service providers lack the ability to exploit the data and information they hold about their customers, products and other valuable assets. This data is invaluable in helping a service provider gain insights into customer churn, optimise the customer experience, understand market segments and speed up the development and delivery of services.

Implementing business intelligence (BI) solutions can help deliver these insights by integrating, analysing and exploiting the considerable amount of data that service providers have at their disposal to provide a sustainable, competitive edge in the market.

However, deploying BI technologies brings business and technical challenges. Considerations such as the level of business involvement and commitment, the number and types of users to be supported, total cost of ownership, data quality and integration, and requirements for data latency all impact how successful service providers are with their BI implementations. Overcoming these hurdles can bring enormous rewards for a service provider.
By 2020, a plethora of different players will supply, deliver and manage the consumer digital world, which will be dominated by the Web, video and interactivity. The role of telcos will have altered dramatically and many will no longer be ‘telcos’ in the traditional sense of the word. They will be plugged into consumer services in different ways around the world depending on their competencies, assets, brand and individual market dynamics. They will have had to rapidly evolve their business models to address new and highly disruptive competitive threats. In some cases, this will mean stepping back from the most hotly contested digital arenas such as retail content and advertising, and focusing on core competencies.

Telecoms in 2020: network infrastructure

Ovum’s core Telecoms 2020 scenario has implications for the owners and suppliers of network infrastructure. Scaling, from transactions to terabits, will require silicon, software, and systems innovation in a climate where investment is constrained by traffic growth outstripping revenue growth. Telcos must develop charging models that tie resources to revenues. Vendors will divide into two camps — full-service and specialized — to more effectively support their customers’ evolution.

Multinationals keep the UC ball rolling

Our recent research with multinational corporations (MNCs) shows that, despite fierce budget constraints, they are upping the pace of unified communications (UC) implementation and integration. IP telephony rollout has progressed painfully slowly in these huge organisations, but many individual UC applications are now deployed, with a strong focus on video in the coming year. Extending to mobile devices is a priority for many.

The integration of IP telephony and software collaboration platforms is really under way now, with some companies undertaking company-wide projects. Cisco and Microsoft are dominating current implementations, with some MNCs looking for a single vendor for both IP telephony and software collaboration in future. While much has been said about cloud computing, these corporations still seem uncertain about its future role.

This report presents the results of a survey of MNCs’ progress with IP telephony, UC applications, UC integration projects and cloud computing. It presents the views of 23 major multinational corporations - all members of the EVUA - that took part in this research in October/November 2009. We have been tracking these companies and their progress with convergence and UC over a number of years.

However, Adtran’s GPON capabilities on the Total Access 5000 platform have already snared a number of wins in the US tier-2/tier-3 market, which Adtran now specifically targets with a separate sales force.

3D TV: thinking inside and outside the box

Several major CE manufacturers and broadcasters have announced plans to launch 3D-capable TVs and offer 3D content in 2010. There are a number of competing 3D technologies available, and the decision to support 3D will require an understanding of the relative merits of each in the context of the home. The provision of 3D content into the home will require significant cooperation between content providers, service providers and CPE manufacturers to ensure consumer confidence in the technology and avoid a repeat of the confusion surrounding the introduction of HD technologies.

Net neutrality: a policy perspective

Net neutrality is a hotly debated topic around the world, and is now high on the political and regulatory agenda not only in the US but increasingly in many EU member states. It originated as a result of a debate between incumbent local exchange carriers (ILECs) and Internet content and service providers (ICSPs) in the US and focused on end users’ purported rights to access content, services and applications through the broadband networks. This report discusses the current debate and where it is heading, analyses the different approaches regulators and policy makers are taking, and assesses the likely impact on different industry players.

China Unicom

China Unicom is the second-largest operator both in wireline and the mobile service market in mainland China. Like its two main rivals, China Unicom is transforming into an integrated service provider, and placing greater emphasis on its non-voice business. However, it has inherited some organisational problems, and also faces increasing competition.

Orascom

Orascom is one of the most diverse telecoms players to come out of the emerging markets. With a keen eye on value, it is experienced at entering and exiting markets, and is good at delivering high returns for its stakeholders. Financially it has been hit hard by unfavourable exchange rate fluctuations, but it has managed to maintain its margins via cost-reduction programmes. Orascom is well positioned for future subscriber growth, with good growth still achievable in many of its more developed markets and its new markets growing quickly.

Telecoms in 2020: enterprise services

The year 2020 will be a proof point for telco service providers in enterprise fixed services. If telecoms operators are to remain in business as global service providers they must by that date complete a fundamental transformation of their operations model, restore their financial performance and adapt to demands of a more assertive end-user organisation. But telcos are vulnerable: having already attempted to partner with competing systems integrators and IT outsourcing specialists, they now find the software and IT service (S/ITS) providers consolidating, and equipment vendors edging into their market with enhanced services capabilities.

The use of video in business environments will be as prevalent in 2020 as audio conferencing is today. Video communication will be part of most business applications, conferences and meetings within and between companies. Given the effects of consumerization, increasing deployment of UC features and the influx of the next generation into the workforce, video will start to become one of the preferred business methods of communication. Video multimedia presentations will be as common as PowerPoint use is today.

Pricing strategies for low-ARPU subscribers in India

Mobile tariffs in India are among the lowest in the world. Intense competition in the industry continues to put downward pressure on tariff levels, and the declining trend is accelerated by customers’ price sensitivity and subscriber growth from the bottom of the socio-economic pyramid. The price war among operators has intensified recently, and some of the price plans offered are of questionable financial viability. This report discusses operators’ current pricing strategies for low-ARPU customers, and ways that pressure to engage in a price war can be mitigated.

Zimbabwe - Telecoms, Mobile and Broadband

Executive summary
Zimbabwe’s economy has contracted for ten years in a row under gross mismanagement by its political leaders, sending annual inflation to an unprecedented rate of several billion percent and the exchange rate of the Zimbabwe Dollar to more than 50 billion per US$, until in early 2009 the government finally gave up and allowed foreign currencies as alternative legal tender, which had already been the inofficial fuel of the local economy for years.
The ‘dollarisation’ has done miracles for the country’s telecom industry: Network operators, now able to bill their customers in hard currency, have regained a certain degree of planning reliability and access to funding for network expansions. Hundreds of thousands of US$ were invested into the three mobile networks in 2009 - Econet, NetOne and Telecel Zimbabwe. The subscriber base roughly doubled despite the fact that consumer prices initially rose - artificial price caps in local currency had meant that prices had previously been extremely low when converted into hard currencies. As a consequence, the average minutes of use on Zimbabwe’s mobile networks were ironically among the highest in the world, and the networks were congested. Prices are now more in line with other African markets again.
The normalisation of Zimbabwe’s economy is reflected in the International Monetary Fund (IMF)’s forecast of continuous GDP growth at 6% p.a. from 2010.
NetOne’s parent, TelOne (formerly PTC) still holds a de-facto monopoly on fixed-line services in the country. A second national operator (SNO), TeleAccess was licensed in 2002 but had its licence withdrawn in 2005 due to non-performance resulting from difficulties to raise funding. Another licensed operator, Afritell (a public-private partnership) also failed in bringing competition to the fixed-line sector. However, the government announced in 2009 that it recognises the urgent need for a second operator and that it is looking at ways to resuscitate or retender the

Swaziland - Telecoms, Mobile and Broadband

Executive summary
Swaziland is one of the last countries in the world with an almost complete monopoly in all sectors of its telecommunications market: The state-owned posts and telecommunications operator, SPTC, also acts as the industry regulator and has a stake in the country’s sole mobile network, in partnership with South Africa’s MTN. The planned unbundling and eventual privatisation of the incumbent and the introduction of more competition would enable the market to live up to its relative GDP strength.
Despite the lack of competition, mobile market penetration at more than 60% is well above the African average. More than 90% of all telephones in the country are mobile phones. Swazi MTN has entered the Internet sector with basic mobile data services in a bid to generate additional revenue in an environment of rapidly declining average revenue per user (ARPU), and the company is preparing the introduction of third generation (3G) mobile broadband services.
The Internet sector is open to competition with four licensed Internet service providers (ISPs), but prices have remained high and market penetration relatively low. Broadband services are still very limited and expensive. Development of the sector has been hampered by the limited fixed-line infrastructure and a lack of competition in the access and backbone network, although the country has a relatively well developed fibre optic backbone. However, being landlocked, Swaziland depends on neighbouring countries for international fibre bandwidth which has led to high prices. Improvements can be expected when several new submarine fibre optic cables reach the region in 2010 and 2011.
Sierra Leone - Telecoms, Mobile and Broadband

Executive summary
Following more than a decade of civil war, Sierra Leone has enjoyed peace, stability and rapid economic growth since 2002. The country’s traditional telecommunications infrastructure has suffered damage and neglect, but the mobile sector has experienced excellent growth with competition between five GSM networks. Some consolidation took place in 2009 when the market’s number two (Africell) acquired the number four (Tigo, operated by Millicom). The other players are Comium, Zain and Datatel.
Also in 2009, state owned fixed-line incumbent Sierratel entered the mobile market with a CDMA2000 1x network which it also uses to provide fixed-wireless access and broadband Internet services following an upgrade to the EV-DO standard, making it the first 3G mobile network in the country.
Two additional mobile licences were issued in 2008 to Cellcom and Libya’s LapGreen which are expected to launch shortly. In addition, two other companies have been holding mobile licences since 2004 but haven’t rolled out services.
With assistance from the Indian government, Sierratel started rehabilitating its fixed-line infrastructure in 2009 and took first steps towards the rollout of a national fibre backbone network. In a controversial regulatory move, the company’s monopoly on the international gateway had been reinstated in 2007. Despite this competitive advantage, the company is unlikely to be able to compete effectively in the various market sectors without a significant capital injection from a foreign strategic investor, so it is expected to be put up for privatisation in the near future.
Rapidly declining average revenue per user is forcing the mobile operators to improve their services, streamline their operations and create new revenue streams, such as Internet access via mobile data services. In this area they are competing with a large number of wireless broadband network operators that have emerged as providers of converged Internet and VoIP telephony service

Senegal - Telecoms, Mobile and Broadband

Executive summary
Senegal’s economy has grown at 5% p.a. on average since the mid 1990s and has only moderately been affected by the global economic crisis. Representing around 6% of the country’s GDP, the telecom sector is dominated by Sonatel, the highly profitable national telco which is now trading under France Telecom’s Orange brand following its partial privatisation in 1997. The government is planning to sell part of its remaining stake to other investors.
Sonatel has one of the most efficient telecom networks in West Africa, offering some of the lowest retail and wholesale prices in the region. It is also the market leader in the mobile sector which it has shared with Millicom’s Sentel GSM (later rebranded Tigo) since 1999.
Competition in the fixed-line sector was introduced when Sudan’s Sudatel launched as the second national operator (SNO) in early 2009 under the name Expresso. Its licence also includes the country’s third mobile concession and the new entrant has chosen CDMA2000 technology to serve both market segments.
However, the licensing of new operators has not always been transparent in Senegal. Both Sentel’s and Sudatel’s licences were awarded under controversial circumstances.
Although mobile market penetration has passed the 50% mark, the average revenue per user in Senegal is relatively high. A wide range of value-added services is available to subscribers, including mobile Internet access. Third generation mobile broadband services are being rolled out.
Development of the Internet market has been hampered by Sonatel’s monopolistic pricing of bandwidth on the only high-capacity international submarine fibre optic cable serving the country. Despite this, broadband services in the country are relatively advanced, including broadband TV and converged triple-play services. Sonatel has progressively reduced its prices following the arrival of a second international fibre optic submarine cable in 2007, with at least two more scheduled for 2010 and 20

Mali - Telecoms, Mobile and Broadband

Executive summary
Home to one of the world’s most isolated cities, the fabled Timbuctu, and with a generally challenging geography for the provision of telecommunication services, Mali still has market penetration rates below African averages in all market sectors, including mobile.
France Telecom was extremely successful when it entered the market as the second mobile and fixed-line operator in 2003 and quickly amassed more than 80% market share under the Orange brand, offering converged fixed, mobile and broadband Internet services.
The national telco, Sotelma with its mobile subsidiary Malitel was privatised in early 2009 when a 51% stake was sold to Maroc Telecom, itself majority owned by Vivendi of France. It is expected that the fresh capital and management will enable the incumbent to compete much more aggressively in the future.
In addition, the government is planning to license a third mobile operator. Third generation mobile services have not yet been launched.
The introduction of ADSL, WiMAX and mobile data services has started to accelerate growth in the Internet and broadband market, but Mali’s landlocked location makes it dependent on neighbouring countries for international fibre bandwidth, which has kept prices high. Improvements in this sector can be expected from the arrival of new competitive international submarine fibre systems to the region in 2010/11.
Key highlights:

2010 estimates for mobile, fixed-line and Internet market;
Profiles of major players in all market sectors;
Privatisation of Sotelma;
Third mobile licence expected;
Many products, services and tariffs became cheaper in 2009, including broadband;
Further improvements expected from new international fibre in 2010-2011.Sotelma financial results - 2007 - 2008
YearRevenueEBITDAEarnings from operationsNet profit
(US$ million)
200715355n/an/a
2008169560.14-0.6
(Source: BuddeComm based on company and industry data)
This annual report provides a comprehensive overview of trends and develo

Lesotho - Telecoms, Mobile and Broadband

Executive summary
Telecommunications in this small Southern African country has undergone transformation from a state-owned monopoly to a privatised national operator, with competition in the mobile sub-sector between two networks, South Africa-based Vodacom and Econet. However, at around 30%, mobile market penetration is still below the African average. Vodacom is the market leader with a market share of around 80%
Econet also controls the national fixed-line operator, Telecom Lesotho (TL). Fixed-line teledensity is low, but the network gained more value when ADSL broadband technology was deployed in 2007. In parallel, TL is rolling out a CDMA2000 fixed-wireless network to provide fixed-line replacements and wireless broadband services, following an upgrade to EV-DO technology. In addition, the company has introduced a fixed-mobile convergence product based on its GSM network.
Vodafone on the other hand was first to introduce 3G HSDPA mobile broadband services in the country. In parallel, the company is rolling out a WiMAX wireless broadband network. Several other Internet service providers have rolled out their own wireless infrastructure.
Although landlocked, Lesotho is set to benefit from the greater choice of international bandwidth sources that the arrival of several new submarine fibre optic cables to the African east and west coasts will bring in 2010 and 2011.
Key highlights:

2010 estimates for mobile, fixed-line and Internet market;
Profiles of major players in all market sectors;
Broadband pricing trends 2008-2009;
Strong mobile data revenue growth;
Second 3G mobile network set to launch;
New fibre link with South Africa;
Lower international bandwidth prices expected from 2010.Telecom Lesotho ADSL pricing - 2009
Downlink speedLimitedUnlimited
Download includedLSL/monthLSL/month
192Kb/s4GB500850
384Kb/s7GB6201,400
512Kb/s10GB8001,800
1Mb/s15GB1,1003,750
(Source: BuddeComm based on company data)
This annual report provides a comprehensive overview of trend

Europe - Smart Grid Developments - 2010

Synopsis
European countries have become major proponents of smart grid infrastructure and smart metering. Although few countries have smart meter policies in place, most are in the process of drafting policies to take effect from 2010. The sector has been stimulated by widespread regulatory measures affecting both regulated and liberalised metering markets, as well as a significant reduction in the cost of smart meter technologies and general moves towards intelligent grids contributing towards lower carbon emissions. Thus Europe’s utility infrastructure is being upgraded with an intelligent IP overlay allowing utilities to manage their networks more efficiently and customers to manage their own energy use more effectively. This report provides an overview on smart grids in Europe, including analyses and information on deployments and regulatory policies.
Australia - National Broadband Network - Deployment Strategies

Synopsis
After the vision comes the actual design and the rollout of the national broadband networks. Australia was the first country to get the national purpose vision right, thanks to government leadership. The USA soon followed and is now showing real leadership as well. The Netherlands and New Zealand also are on the right track. Economic and trans-sector innovations are now key items on the political agenda of these countries. There is no silver bullet and each unique situation generates its own alternatives, which in turn inform others involved in similar national projects. The vision gives rise to the creation of social and economic strategies that need to be taken into account in the design and architecture of the infrastructure. Pragmatic solutions need to be developed to maximise the use of existing infrastructure and other resources. Un(der)served areas need to receive priority and local communities and councils can play a key role in this. Wireless broadband can play a major role as well. These early projects could also be an ideal testing ground for trans-sector applications. This report covers these areas on a high strategic level.
