The Economist Intelligence Unit expects Vietnam to remain a tightly controlled one-party state in 2019-23. Anti-graft efforts will continue, but these will not pose a significant risk to the structure and stability of the ruling Communist Party of Vietnam (CPV).

Vietnam will maintain its omnidirectional foreign policy, deepening ties with the US, as well as with regional powers such as Japan and India. Ties with China will be prone to setbacks, owing to territorial disputes that will not be resolved within our forecast period.

The government will pursue economic liberalisation in 2019-23 and will prioritise international trade and the restructuring of state-owned enterprises (SOEs). Progress on the improvement of SOEs will be uneven, given strong vested interests within the CPV.
