The position of both the government and the chief executive, Carrie Lam, has been badly weakened by mass protests in June 2019 against plans to reform the territory's extradition law. Ms Lam's ability to advance her agenda in other areas will be compromised.

We no longer expect Ms Lam to be re-elected in 2022, but the next chief executive is likely to face the same challenge in bridging the contradictions between the views of the central Chinese government and those of the majority of the Hong Kong population.

Pro-government parties will dominate the Legislative Council (Legco, Hong Kong's parliament) in 2019-23. Government moves to bar "localist" opposition figures (who want greater autonomy or independence) from Legco will undermine the body's legitimacy.
