The president, Martín Vizcarra of the centre-right Peruanos Por el Kambio, whose term lasts until end-2021, will make political reform a focal point of his agenda. Moderate progress will be made on anti-graft measures, which have strong public support.

The government will retain and bolster the prudent, business-friendly policy framework that has underpinned Peru's rapid development over the past decade. However, the passage of structural economic reforms will be slow, owing to political fragmentation.

Real GDP growth will average 3.9% annually in 2019-23, dampened modestly by a global slowdown in 2020. Although Peru will make progress in closing its output gap, structural weaknesses, such as in the labour market, will persist.
