The president, Abdel Fattah el-Sisi, who won a second four-year term in the presidential election in March 2018, will maintain his tight grip on the political process, remaining in power throughout the 2020s following a constitutional amendment, and assisted by a loyal security apparatus and a co-operative parliament, which is dominated by pro-government political forces.

Mr Sisi is highly likely to stand for-and win-a third presidential term in 2024. If he were to step down, however, he would be succeeded by a figure from the business elite or with a military background. Domestic policy is unlikely to change in 2019-23, although the government will slow the pace of tough economic reforms slightly in response to concerns over public discontent. The government will be able to contain most residual risks to internal stability-linked to violent opposition by Islamist groups-with the help of the security apparatus, which will continue its tough crackdown on militant threats.

The US will remain Egypt's main foreign ally, although Mr Sisi will build ties in Europe and with China. Regionally, Egypt will maintain close ties with the UAE and Saudi Arabia, and will also support security and energy policy co-operation with Israel.
