The ongoing dispute between Qatar and its neighbours, Saudi Arabia, the UAE, Bahrain and Egypt, has seen the severing of diplomatic ties and transport links. To shore up its position, Qatar is using energy as a vehicle to diversify its assets offshore via investment overseas in the sector and to strengthen relations with more powerful nations, especially the US, through commercial ties. State-owned Qatar Petroleum (QP) now has as one of its strategic goals "to become one of the leading national oil corporations in the world". QP oversees all upstream and downstream oil and natural gas activity in Qatar.

Exploration projects in which QP owns stakes reported two new major natural gas finds in February 2019. In Cyprus, ExxonMobil and QP reported the discovery of 5trn-8trn cu ft of offshore natural gas. In South Africa, a find was reported by a consortium including Total and QP of offshore natural gas and up to 1bn barrels of condensate. QP also announced the purchase of a 25.5% minority stake in Eni's main offshore gas project in Mozambique.

In a major indication of focus on US liquefied natural gas (LNG) export projects, QP and ExxonMobil announced in February 2019 that they would invest US$10bn in converting the Golden Pass facility in Texas, a dormant LNG regasification terminal, into an export and liquefaction facility. QP will own a majority 70% stake. QP's volumes from the facility will allow it to supply existing customers in Latin America, freeing up more Qatari LNG for export to more lucrative Asian buyers. It is also seen as shoring up US-Qatari relations, balancing Saudi investments in the US energy sector.
