Roaming is the word used to describe using your mobile phone on another network for a short period, while still being billed by your existing provider. When you are roaming on another network the temporary mobile service provider will bill your usual service provider for calls you make while roaming on its network. When your mobile phone roams to a network in another country, your provider usually passes the costs on to you. International roaming costs can be very high and are usually excluded from any included value in your plan. It is very important to be aware that calls you receive while roaming overseas may be charged to you, and not the person making the call.

International calls you make while roaming internationally will be charged at the rates of your host mobile service provider. You may also be charged for checking your voicemail.

You may also be charged higher rates to send SMS and picture messages (MMS) and access email and the internet. Prices will differ depending on your destination and may also differ depending on whether you are on a pre-paid service or a contract.

Mobile network operators to charge a steep premium for roaming outside of the home network - so steep, in fact, that many subscribers simply turn their phones off when traveling in favor of using free or low-cost Wi-Fi services to stay in touch. But the explosion of mobile data, including video, and the rise of digital services is making mobile phones and other devices such a necessary part of our personal and work lives that consumers and regulators are demanding change.

Mobile operators largely have accepted their fate when it comes to roaming regulation and market pressure to lower prices; they are concerned about the future - and with good reason. Mobile roaming represents a huge profit center for them, and it is a source of funds for the network and back office improvements required to support the delivery of digital services like cloud, video and the Internet of Things.

In the past 2012, the guidelines were available but it was too soon at that time. Operators were not ready to start LTE roaming. IPX vendors were also not ready and have no LTE signaling offer to connect Mobile Operators. Since then I have seen a lot of activities in mobile operators and a lot of IPX vendors have announced officially they can interconnect LTE. LTE has been a reality in a lot of markets for more than 6 months and this is now time to start LTE roaming for them. I expect to see the first commercial LTE roaming agreements inside Europe but also between Europe, the USA and Asia by the end of H1 2013. Then the number of agreements will grow exponentially 2015 will be the year of LTE roaming.

The Main Challenge for Operators will also have to adapt the entire roaming VAS platform to cope with LTE including Network Traffic Redirection for Steering of Roaming and Outreach Messaging for roamer communication. Bill-shock is a major concern for LTE roaming. Due to the very high bandwidth of LTE, the bill-shock limit will quickly be reached. Some operators are thinking of a new wholesale business model for LTE (daily bundles). Some others want to lower down the prices on LTE compare to those on 2G/3G.

MNOs worldwide are facing increasing calls from consumers, regulators and politicians to reduce the high retail tariffs of international mobile roaming calls.

This research (Mobile Roaming Around the world) is found that mobile cellular subscribers were careful with their roaming usage if they paid for it themselves, but were less so when the company paid for their cellular usage. The perception of high international mobile roaming retail tariffs, along with the high percentage of price sensitive prepaid mobile subscribers, explains the low roaming uptake in the region. Many respondents did not know whether IMR retail tariffs had reduced in the last three years, possible due to the absence of tariff information or the presence of overly complicated tariffs from their mobile network operator.
