Singapore is a world leader in telecommunications, with a progressive regulatory environment and a highly competitive market. It will continue to promote itself as an information technology hub, driven by innovation. In November 2020, in line with this vision, the Infocomm Media Development Authority (IMDA) announced the launch of a 5G-enabled smart city lab, inviting foreign technology companies to collaborate with domestic firms on smart city products and services.

The telecoms sector is regulated by a ten-year master plan, entitled Infocomm Media 2025. This is an integrated development plan for the info-communi-cation and media sectors that recognises the importance of the digital economy and e-governance; it was behind the launch of a digital signature feature for business and legal documents in November 2020. The government aims to enable 95% of all government-related services to be completed online by 2023.

Mobile subscriptions in the city state are expected to grow at an annual average rate of 2.2% during the 2021-25 forecast period, while fixed-line connections are forecast to decrease by an annual average of 2.1%. Growth in the number of internet users is also expected to average 1.5% in 2021-25, reaching a penetration rate of 95.3% in 2025.
