India's telecommunications industry continues to suffer from years of regulatory mismanagement, rapidly rising infrastructure costs and ongoing price wars. Its mobile market is the world's second-largest by the number of connections, but is crowded, debt-laden and hampered by spectrum costs.

The industry's debt is estimated at Rs7.7trn (US$112bn), according to the Indian Banks' Association, along with periodic spectrum payment dues to the government. As interim relief, in March 2018 the government increased spectrum ownership caps to 35% of the total from the previous 25% limit; it also extended the period for spectrum payments to 16 years from ten years. Intense competition, high capital expenditure and spectrum costs and rupee depreciation keep debt levels high. In April 2019 the Department of Telecom-munications (DoT) set up a committee to oversee spectrum dealings and payment of dues during insolvency procedures of ailing telecoms companies.

In October 2016 the government auctioned 700-2,500-MHz bands, of which 60% went unsold. It is proceeding with plans delayed from 2017 to re-auction the unsold spectrum, along with bands in the 3,300-3,600 MHz range for 5G use. The auction is likely by September 2019, although operators remain divided over its timing and pricing, and high pricing may deter many from bidding.
