China is home to the world's largest mobile market, as well as the biggest market for mobile virtual network operators (MVNOs). The Economist Intelligence Unit estimates that there were 1.4bn mobile subscribers in 2017, and this is forecast to rise to 1.5bn by 2022, growing at an annual average rate of 1.3% during the 2018-22 forecast period.

Fixed-line penetration continues to be highly variable across different cities in China; however usage of fixed-line services is set to increase over the forecast period, to 397m subscribers by 2022, growing at an average of 10.7% in 2018-22. Take-up of voice over internet protocol (VoIP) services will drive growth in fixed lines, as it allows users to make phone calls over the internet.

China's cyber-security law, which came into effect in June 2017 in response to several cyber-attacks, has continues to face criticism. It has believed that the law could harm online freedom, make it more difficult for foreign companies to operate in China and prove potentially damaging to trade.
