A government policy objective is to make fibre-optic broadband technology available across France by 2022. The government has set aside nearly EUR34.9bn in funds, including EUR3bn in subsidies. Funding is going towards boosting network infrastructure and improving connectivity through spectrum purchases, with an auction for fifth-generation (5G) mobile frequencies scheduled for April 2020. Nevertheless, operators' revenue remains under stress, with an almost 1% year-on-year decline in income from fixed, mobile and added services in the second quarter of 2019.

Internet user penetration has risen gradually over the past decade, from 77.8% in 2011 to an estimated 85% in 2019. The Economist Intelligence Unit expects penetration to continue to grow over the 2020-24 forecast period, with users growing at an annual average rate of 1.9%, reaching 94 users per 100 people in 2024.

The Economist Intelligence Unit expects the mobile penetration rate to reach 112.1 in 2020, increasing steadily over the forecast period to 117.4 in 2024. France is all set to commence discontinuing conventional fixed telephone lines. Starting in 2023 Orange will halt operations in certain metropolitan areas. By then Arcep, the country's telecoms regulator, expects 85% of French retail and enterprise customers to be dependent entirely on voice over internet protocol (VoIP).
