One of the chief priorities of the president, Emmanuel Macron, is to make fibre-optic broadband technology available across France. Internet user penetration has increased rapidly over the past decade, from 77.8% in 2011 to an estimated 86.5% in 2017. The Economist Intelligence Unit forecasts slower growth over the 2018-22 forecast period, with the penetration rate reaching 89.3 per 100 people by 2022, growing at an annual average rate of 1% over the forecast period. However, the mobile telecommunications market will register stronger growth in 2018-22, at an annual average rate of 3.2%.

The government has signed an agreement with Arcep, the telecoms regulator, for a collaborative effort to promote digitisation across Europe. The agreement is a step towards guaranteeing increased mobile coverage for French citizens.

We expect the mobile penetration rate to rise from an estimated 127% in 2017 to 146% by 2022. However, we can expect more pronounced growth from 2019 onwards, once Arcep and the French government's plans are put into action.
