Bank penetration in Indonesia is low by international standards, with banking assets and loans accounting for 55% and 35%, respectively, of the country’s GDP in 2017. A total of 115 commercial and 1,615 rural banks were operational in the country in 2017 with commercial banking dominating the sector, accounting for 88.3% of total assets. Despite the plethora of small and large privately-owned lenders, the four state-owned banks have a significant presence. They collectively provided 38% of gross loans in 2017 and operated 56% of overall bank offices. The Indonesian banking system has high liquidity and capital levels, which should absorb potential NPL losses. Alongside conventional lenders and Islamic banks, financial services in the country are provided by multi-finance companies, pawnshops and fintech start-ups.
